Verify
A report is not a case merely because it is strange. VEIL attempts to reproduce observations, establish provenance, eliminate fraud and error, and determine whether conventional specialists can resolve the issue. A solved mystery is a successful outcome.
Evaluate
If an unknown remains, VEIL assesses what can happen rather than what a subject appears to be. Impact, uncertainty, visibility, human behavior around the case and the cost of intervention are evaluated independently.
Intervene
VEIL acts when observation alone would expose people to unacceptable risk. Intervention ranges from warning a local authority under cover to deploying a Vanguard Response Unit. Contact and negotiation are preferred when the unknown is demonstrably intelligent and communicative.
Limit
VEIL limits harm, spread, escalation and unnecessary exposure. It does not mean that every unknown must be imprisoned. Sometimes the safest limit is geographical separation. Sometimes it is a software patch. Sometimes it is public disclosure. Sometimes it is protecting an unknown population from human exploitation.
The doctrine is intentionally outcome-focused: consistency, secrecy and possession are tools, not goals.
