External Actors

The External Actors Registry tracks recurring organizations, networks, companies, movements and communities that interact with Unknowns.

An External Actor is not automatically an enemy. Some are cooperative scientific groups. Some pursue profit. Some are ideological. Some are state-linked. Some may themselves be non-human or difficult to classify.

Authors should give an actor motives beyond "opposes VEIL". VEIL and an actor may cooperate in one case and conflict in another. The registry's stance is therefore an operational assessment, not a moral alignment chart.

New major External Actors should normally begin in the Sandbox and receive community review before being used as a setting-wide organization.
