VEIL Classification System

VEIL does not use a single class to summarize a case. A one-word label hides too much operational information. Every Archive case instead uses independent axes.

Impact Index — I0 to I5

I0 — Negligible: no credible harm beyond ordinary background risk.

I1 — Individual: credible harm is limited to isolated persons or assets.

I2 — Local: a building, community, installation or limited area may be affected.

I3 — Regional: effects can cross municipal or regional boundaries and overwhelm ordinary local response.

I4 — Global: effects can create sustained international disruption or mass casualties.

I5 — Existential: credible pathway to irreversible civilizational or species-level loss.

Understanding Index — U0 to U5

U0 — Unknown: observations exist but VEIL lacks a reliable model.

U1 — Observed: repeatable traits have been documented.

U2 — Characterized: major variables and limitations are partially known.

U3 — Modeled: a working mechanism predicts a useful portion of behavior.

U4 — Predictable: behavior can be forecast within defined confidence bounds.

U5 — Understood: the phenomenon fits a validated model and no longer requires Unknown status unless residual risk remains.

Visibility Index — V0 to V4

V0 — Unseen: effectively no public awareness.

V1 — Fragmented: isolated witnesses, rumors or unexplained records.

V2 — Limited Awareness: a local community or specialist population is aware.

V3 — Widespread Awareness: broad public evidence exists but meaning remains disputed.

V4 — Public Knowledge: existence is openly accepted and cannot reasonably be concealed.

Response Postures

OBSERVE — collect data without active interference.

STUDY — controlled research or experimentation is authorized.

PROTECT — primary task is protection of a person, population, site or unknown subject.

RESTRICT — access, spread or interaction must be limited.

INTERDICT — prevent a defined action, transfer or crossing.

COUNTER — deploy active measures against an ongoing threat.

NULLIFY — permanently disable a mechanism when lesser measures are inadequate and authority is granted.

DISCLOSE — controlled or open public disclosure is part of the response.

A case may change on any axis without the others changing.
