Description

VEIL facial-correlation systems identified the same adult individual in archival footage associated with multiple unrelated disasters over a twelve-year period. Clothing and apparent age vary little. The person does not approach victims, emergency responders or cameras and usually leaves the area several hours before the event.

Competing hypotheses

The individual may predict disasters, cause them, select them after the fact through data contamination, or simply be the product of a flawed correlation model. No hypothesis currently explains all records.

Contact restriction

Direct detention is not authorized. The Walker has not committed a documented offense and no causal link to any disaster is established. PARLEY has prepared a voluntary-contact plan if a safe opportunity occurs.
