Overview

Hydrophone arrays operated by several research institutions have recorded sequences of low-frequency pulses that exhibit turn-taking, repetition correction and regional variation inconsistent with known whale communication or industrial sources.

WHITEWATER has documented apparent responses to controlled non-linguistic test patterns. The source has not approached a vessel and no visual contact has occurred.

Interpretation

VEIL does not classify the source as a civilization. The evidence supports structured signaling; intelligence, biological origin and number of participants remain unresolved.

Contact policy

Active broadcasts are limited to low-energy sequences reviewed by PARLEY and marine biologists. Attempts to force a response with sonar or explosives are prohibited. The case is designated PROTECT within operational notes when third parties attempt intrusive hunting, although the archive-level posture remains STUDY.
